Depending on your state of shipping address you may be required to have a video or audio consultation, but most states do not.
Physicians are required by law to work and be licensed in the state form which they prescribe, and your prescription will come from a doctor in your state.
Some states also require that patients either have an audio or video "real-time" communication with their prescribing physician. This is mostly to make sure that the physician can satisfy any concerns, but also to make sure that the patient is who they claim to be.
